ANN: libqmi 1.32.4 released

Hey hey,

This is the second bugfix release in the 1.32.x series, built from the qmi-1-32 branch.

Overview of changes in libqmi 1.32.4
----------------------------------------

  * libqmi-glib:
    ** Schedule indications with G_PRIORITY_DEFAULT to ensure correct processing order between responses and indications.

  * build:
    ** If QRTR enabled the pkg-config should publicly require libqrtr-glib.
