Where to create merge request for libqmi (python example code)?

Hey

I believe you need to contact the gitlab.freedesktop.org admin, e.g.
with a new issue in the freedesktop.org project in gitlab, so that
they give your user permission to create forks and merge requests.
This was a limitation imposed recently due to the high spam accounts.
