[LGM] [CREATE] Important: European V-PAY debit cards do not work in Canada

Hello

For the Belgians (and maybe others), I know that PNB Paribas Fortis
blocks by default the VISA cards in North America (because of fraud they
say). As a result, the card is almost not usable.

Just call the bank before leaving Belgium to unlock it. It's valid only
one year.
