[LGM] proposals call deadline

It doesn't look like we'll need to, as we've had a strong response so far,
and I fully expect the usual rush of last-minute submissions. Having said
that, if that last-minute rush doesn't happen, then an extension might be
called for. But I'd like to wait until the end of tomorrow to see if it's
necessary.
