[LGM] SPI Letter

As discussed at today's meeting, I am sending a draft of our letter to SPI
<https://etherpad.openstack.org/p/LGM_SPI_Query> for review. A few things
have changed from last year, as Nate pointed out that the SPI website
answered some of the questions and raised others. I await comments and
questions.

There are two other things that I would like to get if anybody has them: an
existing point of contact with SPI, and a copy of any letterhead I might
use to print the letter in question.
