[LGM] LGM 2019 website

Hi Pat,

not on the visual design, that's taken care of, just implementation of
forms-plugin (for submission etc) and multiple languages.

We'll work with the template that is in already use at
https://libregraphicsmeeting.org/2019/ now and simply add visuals,
forms and languages
