[LGM] LGM 2021 in Sri Lanka

Per the vote count in the other thread, we have voted to accept the proposal

LGM in 2021. Congratulations to Pathum, Danishka, Lohan, Sumanthri, and
Buddhika.

Taking LGM to a new continent presents unique challenges and unique
