[LGM] Proposal for LibreGraphicsMeeting 2024

Hi, all.
I'm thrilled that the Meeting is back and looking to be well-executed and
well-attended. I am unfortunately still recovering from a ski crash that
happened in 2020, and my next surgery is scheduled for May 9th. I will be
thinking of all of you and fully plan and expect to see you all in person
next year. (And please don't worry about me. I am doing well and even
managed to ski a bit this year.)
