hi
a/ i'll set up 2018/wp in the next few days
b/ we normally don't design the site directly in wordpress but
create a github repository with the specific theme.
c/ if in the local team there is a person who can act as and
administrator (with wp skills!) he/she will get admin rights.
if there are trusted persons in the local team, they can also
get admin rights (it does need much to be trusted... a short chat
with the IT group to agree "on the rules" is mostly enough).
btw, the preferred way to get things done on the website (and
other infrastructure things) is opening a ticket on github; the most
used one is a private mail to me.
d/ ideally, the local team should have an editor who is in charge of
the content! we often focus on creating a brand new matching design,
but the content is often a bit lacking...
