"LibreOffice 3.3.0 RC1 - WIN XP German UI  [OOO330m17 (build 3.3.0.1":
It does not matter whether checkbox in 'Tools -> Options -> LibO -> Gerneral'
is checked or not, only "normal" tips are visible. Same with English UI, others
not tested. 

Also visible on a second WIN XP PC (I used the same installation file).

Related to Bug 32028 (I doubt)?

Works fine with OOo 3.1.1 and 3.4-dev
