It is fairly easy (if not "intuitive") to apply different formatting on the
heading and on the page number inside a TOC: define a character style with the
characteristics you need, then edit the TOC (right click → Edit Index/Table)
and on the Entries tab select the element you want to change (the page number
is identified with a #) by clicking on it: now you can assign to that element
the character style you just created. 
Because the requested feature exists, from my point of view this bug report is
not valid.
