[Reproducible] with "LibreOffice 3.3.1  – WIN7  Home Premium  (64bit) German UI
[OOO330m19 (build 8 / tag 3.3.1.2)]"
Works fine for DRAW and Presentation.
Common roots with 
Bug 34409 - New document opened from File EXPLORER or Desktop without text
language   ?
