[Reproducible] with "LibreOffice 3.3.2  – WIN7  Home Premium  (64bit) English
UI [OOO330m19 (Build:202 / tag 3.3.2.2)]".

I believe it's a more general problem, all such toolbars (except docked at the
bottom) cause this document jumping effect and sometimes really make LibO more
or less unusable, because you move the clicked object accidently, fail to
doubleclick, ...

I would prefer a solution that does not touch document zoom and/or position.
May be a property check box will be useful for users who prefer current
behavior?
