I have this problem as well.

I did a little research and found this bug is related to the original vcredist
9.0.21022.8 which is the one in use. It is supposed to extract the install
files to the %TEMP% folder, but it does not. Updating the vcredist 2008 to 2008
SP1 9.0.30729.17 should fix this problem.
