This spreadsheet contains 'text in cell A1 and '0815 in cell B1.

In Cell B1 the '-char is hidden as expected while in A1 it is displayed.

Expected behaviour: The first "'"-char in a cell should always be displayed,
also in text-strings.

The current behaviour of LibO is also not interoperable with Excel. I think it
is a regression since former Libo or OOo versions.
