I have an additional piece of information.

When the pictures succeed in loading the following occurs.

1.  The document loads with placeholders for each picture displaying the URL
for each picture.
2.  The URL is replaced by the text "Read-Error."
3.  The picture loads and covers the text.

When the pictures fail to load, the process never passes the first step.  The
URL continues to be displayed.  "Read-Error" is never shown on the screen.

This is the opposite of how I would have expected it to behave.  I do not know
enough about the internal logic of LibreOffice, but I would imagine that this
would narrow the range of code that is failing.

I am still working on getting a wireshark capture.
