Problem description: 
If the visibility of a Group Footer is set to "No", then the report no longer
respects the "keep together" 

Steps to reproduce:
1. Create a group, setting Keep Together to "Whole Group".
2. Run the report, the details will be kept together with the group, not
breaking across pages.
3. Edit the group and set the Group Footer value to "not Present". 
-- OR -- 
Select the group footer in the editor and set Visible under General Settings to
"No".
4. Run the report, the detail records will break across pages and not be kept
together on the page containing their group header.

Current behavior:
Detail records break across pages and are not kept together with their group
header if the group footer is disabled or not visible.

Expected behavior:
Detail records should be kept together with their group header even if the
group footer is disabled or not visible.
