Situation is a little unclear after Fix for "Bug 46074 - FILEOPEN: No Recent
Documents..."

DUP of "Bug 48528 - UI: Recent Documents list stays empty" for now.

May be it's related to your capslock problem? ;-)
Really limited to WRITER, no problem in other applications?

independent issue here.
