Short story, take a look at the screenshot:
1) In the terminal, you see that LC_NUMERIC=de_DE.UTF-8.
2) In localc, you see that the decimal separator is "." while it should be ",".
3) In localc's language setting, you see that it is set to "Same as locale
setting".
