Reproducible in 3.5.2 on Fedora 64 bit, but may be not a bug.
"Text color" and "Highlight color" icons not indicate color of text where
cursor placed. Only "Paragraph background color" icon indicates.
In msWord 2007 the same situation. Current behaviour is reasonable and handy
for many users (not all). Some additional functionality may be added, such as
color pickers.

Sorry if I misunderstand problem with color icons
