I am not able to reproduce this. It works for most people. So, it seems to
occur only in some special circumstances. IT should not block the release =>
lowering the severity a bit.

We need more information to get this sorted:

1. does it help you to start LO with fresh user configuration?
   * make sure that soffice.bin is not in task manager (CTRL-ALT-DEL)
   * rename "C:\Documents and Settings\<username>\Application
Data\LibreOffice\3
     (note that it is hidden directory)
   * run LO again

2. Try to remove extensions, especially these that does not come from the 
   official installer

3. If nothing helps. Please try to provide a backtrace, see
