Read Error. Error reading file.

I downloaded the following document:
http://wiki.documentfoundation.org/images/0/05/0215WG3-UsingFormsInWriter.odt
(md5sum 1d197f6942b03cc8cc5620c27b11f071) and tried to open it. But I got "Read
Error. Error reading file." instead of a file, and Writer terminates.

Digging into the problem, I found that it is because I have no Base installed.
But in this case, the error message should look like "This document uses Base
Forms inside. Install Base before opening it." Or it should be just a warning
message, giving me this document without Forms.
