I find something similar with LO 3.5.1.2 on windows Seven (64 bit) : 

when I open a docx document the first time usually all objects are at the right
place, however after saving it as docx and reopening, all objects (images,
grafics etc) are together on top of the first page. 

I have run different tests : 
I created a file with imported images on pages 2 and following, using different
anchorings. 
I first saved as docx (Anchoring test.docx) -> images are where they should be,
however aligments seem to have changed (probably different problem haven't
lookt at this in detail)
I then re-saved the same file as odt (anchoring test_odt.odt) -> I get doubles
of all images, independent of anchoring on the top page and these doubles are
ALL page anchored, even though they were not in the beginning. 
When I resave this as docx (anchoring tes_odt_docx.docx) -> the images on top
of the first page disappear, and all the other images at their right place get
a read error


It seems to me that when switching between odt and docx somhow the anchoring
information gets lost
