Problem description: Program will not start

Steps to reproduce:
1. Install 3.5.3 rc2 on WinXP. Install goes fine.
2. Click desktop icon.
3. Get this error: "The program cannot be started. A general error occurred
while accessing your central configuration."
4. Didn't have this problem on 3.5.3 rc1.

Current behavior: as above. No components start.

Expected behavior: the program and its components should start.

Platform (if different from the browser): WinXP

Browser: Mozilla/5.0 (Windows NT 5.1; rv:12.0) Gecko/20100101 Firefox/12.0
