reproduced in 3.5.2 on Fedora 64 bit and Windows 7 32 bit
Field "Character style" indeed not working on tab "Drop caps" in direct
paragraph formatting and in paragraph style format.

Workaround: select dropcaps character directly in text and apply character
style or font.
