Do you have Java installed ?
If yes, what version precisely ?
Did you install specific extension or fonts ?

Could you try the "raw method" ?
- uninstall LO
- remove/backup your LO profile (see
http://wiki.documentfoundation.org/UserProfile)
- clean your Windows registry (with a free tool like cclean for example)
- install again
The goal is to start to debug from a clean environment
