In your document I see what you're talking about but when I try to reproduce it
seems to work fine. What I did:

1. Copied a couple pages out of your document.

2. Moved the tables into the correct location (ie. fixed the problem that you
were seeing)

3. Moved things around a bit

4. Inserted a page break immediately before one of the tables.

Everything seemed to work fine. I'm going to mark this as WORKSFORME, if it
still doesn't work for you please reopen the bug and give a bit more detail on
how to reproduce.
