another comment on the same page

A screenshot depicting the problematic situation
Problem description: If one adds a comment into a footnote and then another
comment into the text body on the same page, the comment box of the footnote
comment moves above the comment box of the body text comment. This is
unintuitive and the dash lines become cluttered. I attach a screenshot of the
problematic situation.
Steps to reproduce:
1. Add a footnote to a page.
2. Add a comment into that footnote.
3. Add a comment into body text.
Current behavior: The comment box of the footnote comment moves above the
comment box of the page.
Expected behavior: The comment box of the footnote comment should stay at the
bottom of the page.
Platform (if different from the browser): Windows Vista (3.5.5.3), Ubuntu Linux
12.04 (3.5.4.2)
Browser: Mozilla/5.0 (Windows NT 6.0; rv:14.0) Gecko/20100101 Firefox/14.0.1
