LibreOffice will create that when it is not there, so that shouldn't be a
problem.

When you say "Close the application" that is via "force termination" (or
whatever it is called) in the dock, right?  (As, as far as I understand you,
the main menu for LibreOffice never appears across the top of the screen, but
the dot in the dock indicates that it is running, right?)
