On my systems, even on 6 years old laptops, installing takes only a few
seconds, or 1-2 minutes at max. I install/remove LibreOffice on a daily basis,
because I need to do so as part of my job. Maybe you have a virus checker
activated, or your disk is fragmented. Anyway, it is not under our control to
speed up installer, we use Microsoft Installer Service.
