In 3.6.0.4 (Build ID: 932b512) generating a link with =HYPERLINK() to an
external file produces executable links, generating a link to a local file
doesn't. 

I would like to have HYPERLINK working with local references too. If this is a
security issue it might be possible to give users a choice under
options-security-...
