The reason for the different behaviors is that on the lower line there is a
"enter" character after the last letter. On the upper line there is a manual
line break.

So this post changes to:

Setting: 

Line with only few words that don't fill the line, ended by manual line break.
(Enter arrow character instead of reversed "P" character with double backline)
Set from left to block alignment.

Outcome:  Words now fill whole line with large spaces between them. 

Enhancement proposal: Lines with few words not affected by block alignment.
Like it is already the case if line ended with reversed "P" character.
