Problem description: 
When multiple cells are selected and they have a mixture of underlined / not
underlined contents, the Underline toggle on the toolbar (and its keyboard
shortcut) will not change anything. This differs from Bold and Italic, which
will set all cells selected to either bold / italic or not bold / italic. In
other words, underline does not set all cells to one or the other state, unlike
bold and italic. 

Steps to reproduce:
1. Enter data in four cells, and make two of them bold, italic and underline
using the toggle buttons on the toolbar (or the shortcut keys). 
2. Select all four cells, and toggle bold, then italic. Both will coerce all
four cells to the same - whether it decides to make them all bold / italic or
not bold or italic. At least all cells gain the same style. 
3. Try the same with the underline toggle button. It has no effect until you
*only* select cells with the same existing underline style. 

Current behavior:
Underline toggle will not do anything on selected cells with a mixture of
existing underline styles. 

Expected behavior:
Like bold and italic, it should either set all selected cells to underline, or
set them all to not underline. Whatever criteria bold and italic use to decide
what to do, underline should use also.
