I believe this bug description is slightly misleading.
If window size is not big enough to show text/background buttons, then from
drop-down menu one cannot select a colour for text/background, it's only
possible  to apply previously selected one.

I believe it would be nice to modify this dialog to allow user to apply colour
OR select another one.

Confirmed for 3.5.3.2 and 3.6b2.
