Explanation from there:
What's the need to have spacing to content when there is no border? I you want
to have space between the text outside the frame and the text inside the frame,
then you need to adjust the Spacing values in the Wrap tab.

IMHO it sounds reasonable: no borders - no space
And we still have 3 workarounds: Wrap options, white color of borders,
paragraph options
