It is because Writer thinks that we need only content of selected cell, not
table itself.
For copy-paste inner table to another cell of outer table, select first cell of
outer table, then copy-paste it.
For selecting cell of outer table, place mouse cursor to middle of it, click
and drag to right until 2 cells become selected. Then drag mouse cursor back
until one cell will be selected.

PS: if we need to copy-paste table from text into table cell, then select table
with one line of text before table. Then copy-paste and remove unneeded line of
text.
