Writer functions are classified in two entirely different ways

It is impossible for any user to figure out where he can find a given toolbar
button in a totally unfamiliar classification.

First of all, there is no guarantee whether all toolbar buttons are positively
covered in the categories. Therefore his search becomes even more
doubtful/tentative.

Why make a user struggle like this?

The best approach is to let the user assign a shortcut in the toolbar tab.
That will take care of the possibility that the user has customized the
toolbars (added/removed some buttons, or added buttons from one toolbar to
another)
