When translators download ZIP file from LO's Pootle server (e.g. from
https://translations.documentfoundation.org/id/libo_ui/review.html) they will
get PO files containing Report-Msgid-Bugs-To field which still use
qa.openoffice.org.

For instance, in accessibility/source/helper.po:
"Report-Msgid-Bugs-To: http://qa.openoffice.org/issues/enter_bug.cgi?comment="
"&component=l10n&form_name=enter_issue&short_desc=Localization+issue+in+file%"
"3A+accessibility%2Fsource%2Fhelper.oo&subcomponent=ui\n"

I think those header fields need to be replaced with bugs.freedesktop.org ones.

Checked only in 3.6, ID, UI translations.
