The problem appears fixed on my current Libre Office 3.4 installation under
Windows 7, specifically:

Libre Office 3.4.4
OOO340m1 Build 402

Specifics of my Java 32-bit installation:

Oracle Java 6 Standard Edition
version 6, Update 33
build 1.6.0_33-b03

Where previously trying to launch the database component of Libre Office with
the construction of an empty database would result in the reported endless
clocking, currently the empty database is properly constructed, named, and
opened.  I tested table creation by design view and form creation for said
table by wizard.  Rows are created, saved, and persisted across invocations of
Libre Office.

Yes, I agree it is resolved as FIXED.
