This is a very annoying behavior and it is a regression compared to OOo, I
didn't test the recent OOo (AOO), but it worked in older versions. It gets much
worse with antialiasing enabled in options. It is absolutely impossible to
visually format a table because of this bug.
Up to 125% zoom the thickness is completely indistinguishable. 0.05 up to 0.39
look absolutely identical, on the other hand adding one pt to 0.40 is causing
an extreme thickness jump and then it is the same again up to 1.49 and another
extreme thickness jump for 1.50 and so on.
There are also some other issues with border rendering, that might be related,
for example left and right borders get rendered too thin (top and bottom render
correctly).
