General +1 for this. Hyperlinks by default would be more sensible.

However, the default character style for TOC hyperlinks should Not be "Internet
Link". People understand that blue, underlined text links out to the internet,
but it makes no sense for a TOC entry.

I'd propose a default character style called "Contents Link" (which would
conveniently come in the Style manager alongside other Contents styles like
Contents Heading etc) which would be completely plain, and users could edit if
they like.
