OK, what I see in 5.4+ is similar to Comment 4: Comments wrongly right
justified in the Manage Changes sidebar experimental feature. 
Since Manage Changes sidebar on initial display is narrow enough not to see the
whole Comment field, looks like not displayed, until the panel is expanded. 
So I'll change the title.
