Description:
Cosmetic: Splash screen progress bar is flickering and progress bar is
restarting multiple times after resetting setting in safe mode

Steps to Reproduce:
1.Open Libreoffice
2.Select Help -> Restart in safe mode
3. Select reset to factory settings

Actual Results:  
Splash screen progress bar is flickering and progress bar is restarting every
time

Expected Results:
No flickering


Reproducible: Always
