Description:
Drag and Drop with Control key depressed moves rather than copies highlighted
text even though the selection icon changes to "+"

Steps to Reproduce:
1.Select some text in a writer document
2.Drag to new position with control key depressed.
3.Text moves rather than copies

Actual Results:  
1.Select some text in a writer document
2.Drag to new position with control key depressed.
3.Text moves rather than copies

Expected Results:
1.Select some text in a writer document
2.Drag to new position with control key depressed.
3.Text duplicates at new position leaving original text intact.


Reproducible: Always
