A bigger x-height indeed contributes to legibility.

I have a collection of some 30 articles, studies regarding readability and
legibility on the web and on CRT. I am also a skilled CSS test engineer and I
am convinced that, even though 11pt is better than 10pt, a minimum should be
12pt. I mentionned some of them in bug 107193 comment 7

This information should be written somewhere in the documentation help files. I
never found this.
