Description:
A textbox can get (nearly) unreachable

Steps to Reproduce:
1. Open a new Writer document
2. Insert a header
3. Insert a textbox in the header
4. Type some text into the textbox
5. Drag the textbox out of the header (somewhere into the document)

Actual Results:  
The textbox is nearly inaccessible, it stay's within the header. Moving the
header downwards makes the textbox accessible again

Expected Results:
Textbox should leave the header
