No this shouldnt be greyed.

Yes the template manager should be closed after a template is opened.

The read-only infobar used to appear, but the user still would click 'Edit
Document' to edit the template, so it is an unnecessary step for a user.

I dont see the problem here, as saving the template would put the template in
the user rights template folder.
