You can type directly inside of the arrow, you do not need a text box.
Right-click the arrow, Arrange, Bring to front. Save and reload shows it on top
of the image.

If you are having trouble with the layout, try Right-clicking your objects and
experimenting with the Anchor (and read the help and docs about it).
