Running LibreOffice 5.4.0.3 on Windows 8.1 64 bit, I have the same problem. 

This machine is a Dell Inspiron 2330 and, quite frankly, my last ATI-powered
video card, due to multiple issues and no updates since right in the first year
of purchase. Anyway, this is all off-topic.

One thing I know is, THERE IS NO SUCH THING AS A LATEST WORKING DRIVER FOR THE
ATI HD 7650A, not from the manufacturer. The latest driver indicated won't work
properly on Windows 8.1 or 10. The latest Windows 8 driver works fine only on
Windows 8.

Anyway, because I know this video card is not even working (though it does have
SOME driver installed), I now uninstalled the driver altogether to see what
happens. The problem with menus not showing text went away.

I'll now re-install the latest drivers from both Dell and AMD, see what
happens, but I definitely won't put my hopes up.
