Description:
When multiple instances of Writer are open, the notebookbar only shows in the
instance that has focus. If the focus goes to another writer window, the
notebookbar disappears, and appears in the instance that has focus. When the
focus changes to a non-writer window this does not happen.

This is the case with the following toolbar layouts:
Contextual Groups
Contextual Single
Groupedbar Full
Groupedbar Compact
The File menu is always visible.

Xubuntu 16.04.1 LTS

Steps to Reproduce:
1.Open two new writer windows
2.Use Notebookbar with one of the above layouts
3.Switch between windows
Actual Results:

Expected Results:
All items in the menu should be visible all the time
Reproducible: Always
